Pass 2 slipped stitches over is a move most often used when making a double stitch decrease. To do this you pick up two stitches on your right hand needle with the left hand needle and slip them over the last stitch you just worked as if binding off then carry on knitting as normal. This reduces the number of total stitches by two.
