End of needle refers to double pointed needles. When knitting in the round with double pointed needles you might have a pattern which only occurs on specific needles and you will be asked to repeat this pattern to end of a particular needle. For example, knit in seed stitch to end of 2nd needle, continue in stockinet stitch to end of round.
